What is LACEEN?

The LACEEN Project is a new community organization based environmental quality monitoring, measuring, recording and reporting network.

What does LACEEN specifically do?

LACEEN has two major components.

An AirBase Multi-Sensor Air Quality Monitoring System mounted on the roof of a house or any building that monitors, measures, records and reports various types of dangerous air pollution, noise and weather information.

LACEEN also has a computer program that allows you to file a complaint or report an incident occurring in your community.

What types of air pollution and environmental things does LACEEN monitor?

The AirBase System will monitor, measure, record and report Particulate Matter (PM) such a black smoke, diesel fuel exhaust and dust, Ozone (O3) in the atmosphere, Nitrate Oxide (NO2) from fuels being burned in vehicles, power plants and oil refineries and Volatile Organic Compounds (VOC’s) which are flammable gases such as gasoline, diesel fuel, methane natural gas. AirBase also monitors, measures, records and reports Temperature, Relative Humidity and Noise.

Where is the LACEEN Project located?

The LACEEN Project is located at the Coalition For A Safe Environment office located at 1601 N. Wilmington Blvd, Ste. B, Wilmington, CA 90744. The AirBase Multi-Sensor Air Quality Monitoring System is mounted on the roof of a Wilmington residents house which is located near the ConocoPhillips Oil Refinery in Wilmington.

What are the goals of the LACEEN Project?

The project goals are to eliminate or reduce public exposure to toxic air pollution, hazardous materials, unsafe community conditions, improve community public health, support local community based research, promote community education, community empowerment and support stricter environmental laws, regulations and enforcement. To support Environmental Justice Community and governmental regulatory agency relationship building, cooperation and partnership in environmental, public health and public safety projects.

How do I file a complaint or incident report?

You can file a Complaint or Incident Report in English or Spanish 24hrs a day by:

  1. Going on-line on the internet to the LACEEN website and click on “Report a Problem.”
  2. Email the information to This email address is being protected from spambots. You need JavaScript enabled to view it. .
  3. Walk into the Coalition For A Safe Environment office in Wilmington and use a computer.
  4. Text a message to this number 310-704-1265.
  5. Have a friend help contact us using one of the above methods.
  6. Deliver or mail photographs or video with your information.
  7. Download our App to your cell phone.

Can I submit an anonymous Complaint or Incident Report?

Yes. You do not have to reveal your name or other personal information, but is highly recommended in case we need additional information.

What can I report?

You can report any issues that are happening in your community, especially those that threaten your health, safety or life. Examples of problems you can report include air pollution, oil refinery smoke or fires, explosions at business locations, illegal dumping of trash, tires, motor oil or hazardous materials on land, oil spills or leaks, illegal dumping in street curb gutters or in water, illegal truck parking, truck idling for more than 5 minutes, illegal school bus idling, dangerous odors, unsafe situations, accidents or emergencies.

What is the difference between a Complaint or Incident Report?

A Complaint is basically a violation of some type which you have witnessed which is illegal or you may suspect may be illegal which may be dangerous to the environment, your health, safety or life.

An Incident Report can be something that you have witnessed which may not be illegal, might be an accident or unsafe condition which may be dangerous to the environment, your health, safety or life.

Can I attach photos or video to my complaint or report?

Yes. You can attach photos to your Complaint or Incident Report on-line on the internet at our LACEEEN.org website or by your email letter. You can post your video on YouTube.com and then add your YouTube link to your Complaint or Incident Report or email letter.

What happens after I file a Complaint or Incident Report?

After your Complaint or Incident Report has been received it will be sent to the appropriate governmental regulatory agency for investigation. You can check the status of your complaint or report on this website. You can also print a copy of your Complaint or Incident Report status.

Can I see other Community Complaints or Incident Reports that have been filed?

Yes. We will list all Community Complaints and Incident Reports as a community service.

Do I have to live in Wilmington to file a Complaint or Incident Report?

No. But you must live in Los Angeles County.

You can join the LACEEN Project in various ways. You can join the LACEEN Community Advisory Committee Taskforce, be part of the AirBase Monitoring System Team, be part of the LACEEN Public Health Research Team or just be a volunteer.

What are the future plans for LACEEN?

The future plans of the LACEEN Project are to install an AirBase Multi-Sensor Air Quality Monitoring System at a home near all six major oil refineries in Los Angeles County. The LACEEN Project intends to expand to locations near the Port of Los Angeles, Port of Long Beach, all major train railyards & intermodal facilities and truck freight transportation corridors.

Where did LACEEN come from?

The idea of establishing a community based air quality monitoring system has always been a priority for the Coalition For A Safe Environment. It has only been recently that the cost of air quality monitoring systems has come down that made it affordable to purchase, install and operate.

The actual creation of an on-line reporting of environmental violations and incidents was the dream of el Comite Civico del Valle, Inc. in Imperial Valley. It is called IVAN OnLine “ Innovation Value Access Networking (www.ivanonline.org). LACEEN is now the 5th community member of the IVAN OnLine Family. The other four communities include:
